I remember Krillin commenting on Piccolo's power when he wanted to save Shin from Boo.

Might just be the respect from Krillin, but I would think that implies he made at least some gains, if not more.

Either way, I think he takes out Semi-Cell at best.

That might be, but it might also be what I say.

Piccolo isn't a weakling, and he did somewhat keep up with the Saiyans during the Android arc.
